You could also start doing the Bifrost legendary collection quest as that quest requires a lot of bloodstone dust too.

I tried that Lion's Arch exterminator thing once that's required to build one of the bloodstone dust exchangers and gave up in frustration.
Yo have to use a specific rifle to hit the critters and it seemed impossible to aim.
The first one I found was up near the ceiling in a cave and it was impossible to target it with the rifle.
Maybe I will give it another try.
...or save it for a converter.
I have 3K+ and have been feeding them to Herta every day
Oh, yeah, I know, nasty little buggers. I did that last year to get it, some of them are annoying but it isn't all that bad once you get started

There's also BlishHUD and the Pathing addon that marks things for you on your map, that can make it trivial
If you have HoT + Season 3, this one is quite easy to get, but it doesn't consume just bloodstone dust alone however:

And if you have SotO, this one is super easy to get, you just need the Wayfinder mastery and can buy it at the vendor in the Wizard's Tower. It also doesn't consume only bloodstone dust, but rather a combination with others. But still a pretty good alternative:

I don't understand why it has to be account-bound, though. Let those of us who need it buy it on the market already!
Get that item if you have Heart of Thorns. It consumes a stack (250 pieces) every day and has a (very, very) low chance to drop a valuable item. But at least you don't feel like you are wasting stuff by deleting them.
Other than that, you can safely destroy it. You accumulate it very fast, should you ever need it for high level crafting.
