In game everyone is happy and even beginner maps are very populated.
This game has nothing in common with new world, they are polar opposites.
Just try it and see. It's free to try.
Long answer? This game still gets new and returning players. This game is often regarded as one the most friendliest gaming communities you'll run into. You'll even encounter WoW refugees (what they call themselves) that are often surprised just how friendly it is. There are some toxicity that still exists in competitive modes (Raids, PvP, & WvW), but it isn't too common. Rather you'll have people telling those toxic people off more often (or trolled by the more dedicated people). The slowest group forming content is Dungeons. However, if you always host a group and post it on LFG, you'll form a group fairly quickly (longest I waited was barely 10min on a late weekday night). People often look for groups rather than host a group.
I hope answered your questions. I would always recommend trying the Free to Play version. There will be some restrictions as those measures exist as anti-bot measures. https://help.guildwars2.com/hc/en-us/articles/115015898508-Guild-Wars-2-Free-Account-Features is a link to see the restrictions (it even is in a handy little chart). Try the game out and if you enjoy what you see, welcome to Tyria! If not, then I do hope you find a game that suits you better.
The playerbase is still very healthy and even in old content you will find many players runnign around doing things. That's mostly due to the game having mostly horizontal progression, so that's there no real advantage in skipping old content since you won't really get much stronger once you reached the max lvl of the base game and got decent equipment. Which also means that old content is very much worth buying, including the Living World. But you stil should first as a free2play player for a while to figure out if you like the game enough.

Second this, avoid the official forum at all costs. Doesn’t matter what you post, you will be spammed with ‘confused’ emotes by a bunch of aut….strange people and the trigger-happy forum ‘moderators’ will snipe any kinda posts that go against the ‘intended narrative’ North Korea style.
In-game people are chill and toxicity is rare and mostly tied to PvP content. Generally tho I’d leave the ‘Say’ channel because anything that’s said plainly overhead has a tendency to be either degenerate stuff or smack talk.
