Pick up the f2p version and maybe buy HOT+POF for the mounts/ some more content.
Progression is horizontal, so no rush or anything! I started 2 weeks ago.
If it were horizontal everyone would still be on level 1 - because there is no trajectory. The closest is arithmetic but that fails also because it's not a linear increase... it could be logarithmic I suppose as the points required for each level increase at a faster rate than the levels themselves do. The same as every other MMO.
Re 'new player friendly'. Every MMO since and including Ultima online (the graphical MUD) is new player friendly because they rely on it being so... their cash cow will die if only a few hard core players exist.
The DLC HoT+PoF Bundle gives you permanent access to the raptor from level 10 and you can additional unlock other mounts (Skimmer, Jumper, Jackal).
Living world Season 4 (ingame gem shop) you can unlock the griffon, the roller beetle and the skyscale.
Absolutely i can tell you one thing for example, i love helping new players (as many people) a lot so they get the "click" faster since many people love to hate games and especially the ones they don't get like GW2 :p

To add: there are group and dynamic events that regularly pop off. Events naturally scale depending the amount of players nearby increasing the number of enemies and even increase the ranks of enemies as more players show up to help.
Long Answer: Yes. The game will walk you through what's what and if you have any questions, people are always friendly and willing to help.
I made a Sylvari mesmer and it put me into what looked like a starting zone for the Sylvari and I saw some asura also - a cancer spreading through the dream or whatever and you walk around helping various wardens. I got up to like level 12 or so and at no point was there group content. I already uninstalled and I'm pretty data limited for the month so looks like no GW for me.
Most serious dedicated group content is limited to lvl 80. But since it's an open world you can do nearly everything in the world in a groupm, including many events and even some group events (aka events that might be hard for a single player). In (nearly) every starting zone there also is a world boss that gets fought every 2 hours and there are usually dozens of players. For Sylvari it would be the big jungle worm, north east in the sylvari starter zone. Which btw is right in front of a dungeon, the Twilight Arbor, which requires a lvl of 50 for story mode, 55 for 2 explorable paths and even lvl 80 for one very hard path.
The base game itself doesn't have too many great meta events, besides the world bosses or the last 2 maps, which got added with the living story, right before the first expansion (silverwastes and dry top). But the key part is still that everything is group content, meaning you can do everythign in a group (maybe except crafting)
It's just that most instanced content that requires a group was designed for lvl 80, and even the dungeons who have a lower level req are really hard on lower levels. Since forcing new players into group content while they're still trying to learn the basic game mechanics would simply be cruel. That's why most group content on low levels are just the open world events. Or the story missions if you play them with an actual group.
If you like a player vs player (PVP) or server vs server (WVW) experience then NO.
This game, in my honest opinion, was crafted from the start to monetize every aspect of playing. It was also crafted to be the most time intensive slog (Legendary Armor) you will ever encounter in the genre. They do this to maintain player base numbers over time so people will think the game is not dead and keep generating income. It is a business model I do not support but you might.
My biggest issue with the game is the world vs world content. It has been ignored since inception. Some people will argue this but fundamentally it is the truth.
