Can I still get the Mini Mystical Dragon as a Steam User?
The Mini Mystical Dragon was first released in July 2015 as apart of the Core Game set, and could be obtained by Activating 2-Step Verification. When, going to the hyperlink associated with 2-Step verification it takes me to Arena Net. Can I link my steam account to an arena net account, and enable 2-step verification to get the reward possibly?

The arenanet site has a login with steam button, could try with that?

I did try, and it seems dumb that I can sign in with Steam. Link my email to get the news promos for the 24 bag slot, but not enable a form of 2FA

Probably because you do that on steam instead
Can't login to your account without the steam account logged in anyway
