That is when you're planing on getting the complete bundle, as getting any of the first expansions makes it unavailable!
The "F2P" part of the game is pretty much the game we had on launch and was in fact designed without mounts.
Just running around on foot has a much better chance of triggering all the hidden events lurking in the open world.

Kiding aside, Spring/Easter should be the next likely sales date.
And yeah, buying Janthir wilds right now is probably no bad idea since it won't get a discount any time soon anyways and is enough to get rid of the free2play restrictions and even unlocks Core Tyria (base game) masteries. As well as unlocking some of the more valuable Wizards Vault rewards (which is something only the newest expansion does).
One thing I wanted to say- Elite Specializations (for post-lvl 80) will change the name of your profession upon equipping in build tab. Both Expansions contain separate specializations for all professions.
IMO some of the best skills are from these first 2 expansions!!
After that you will have the option to mix and match expansions, or just jump into WvW

Since GW2 came to Steam, expansion sales on buy.guildwars2.com are always synchronized with Steam sales.
I agree with RotherHans that it might be best to unlock one of the latest two expansions and wait with buying the Elder Dragon Saga on sale in March for the juicy discount. It really comes down to how much of a completionist you are, if you want the full story in order, how much time and money you can see yourself spend on the game etc. Naturally, the more you buy in bulk, the bigger the discount, but also the upfront cost. ⚖
In any case, I recommend making a standalone website account for the game, instead the Steam-made account. (depends on how invested you already are in your current account (with 4½ hours logged, I'd say cut your losses now; and if you benefit from Steam's regional pricing):

And I know you probably don't wanna hear it, but try giving the game a chance without a mount for a while. When you get to level 10, when you would get access to the 10 hour trial mount, you can save it by just not clicking the "hourglass in horse shoe" icon, which is likely a good idea, because you cannot use it in story instances anyway.
