Step 2: buy a cheap set of superior runes. Even Rune of Strength for 5s a piece is gonna make you a lot stronger.
Step 3: you're done. You can follow an online build, but it's not necessary. To get the best out of things, make sure all that gear is stats you can use. There is no point in having "some healing power", or "some condition damage". You go all in: the game doesn't bother with fine tuned balance, it's as simple as "this skill uses 4% of this stat, this skill uses 6% of this stat". So having, say, 400 healing power is gonna equate to...about +16 health when you use your heal skill. Whereas damage skills are often more like *1.0 or *2.5 your power, where +400 power would = 400 - 1000 extra damage.
Don't test your PvE dps in the Heart of the Mists (PvP lobby)'s training area, since PvE skills can vary quite a lot from competitive ones, especially numbers, but even sometimes functionality.
It is best to use suggested builds first. Once you have a better grasp over the class, you can easily homebrew personal builds or alter existing suggested builds for personal tastes. Websites like Metabattle, GuildJen, HardStuck, and SnowCrows offer great builds to start with. All of them include gear, suggested sigils and runes, and how to use its skill rotation to maximize the build. Some of them include alternate setups and list the trade-offs.
