How early can you get a spear for land melee?

2 ways to unlock the spear.

1. Spend 2 Janthir Wilds Mastery Points on the Lowland Kodan Mastery Track for the Lowland Spear Training Mastery.

2. Go to any WvW map, go to the Notary Merchant (he has a scroll icon), spend 500 Jade Testimonies of Heroics for the Spear unlock. (Same could be done for the SotO weapons, but there are 5 pages to purchase worth 100 Testimonies each)
