Yes and Yes.
The game was not made for Steam, so things get awkward with "Living World" seasons, which is why there is a bundle lockout.
No sub, thousands of hours of content is worth the 50$ in my book.
And if you can, try to get the whole package on Steam.
Just a bit of a note here; if you play with your Steam account you buy from Steam, if you are playing with your old account with the "-provider Portal" command line (w/o the quotes) you will need to buy from the ANet store.

most expensive bundle on steam has the mini expansions the "living world seasons" included, if for any reason you can't afford such bundle then even getting the cheapest one with hot+pof expansions is going to be a massive improvement from your F2P experience, thats two expansion for 7 bucks, dirt cheap, its content for months even years.
the living world seasons can be adquired ingame by farming common currency, gold, then trading for premium currency, the gems (yes this game allows you to get premium currency without spending a single dollar) that gonna take a while but its a matter of patience and saving gold which in this game isnt that difficult. So in reality your not being locked out of anything, you can still get the mini expansions ingame either by farming gold or buying gems with steam wallet, the game is giving you 3 options imo i would go for the free option but if you have the money and no much time to invest in gaming then get the biggest bundle, either way you win-win getting any, the cheapest, the most expensive etc far better than just F2P.
living world season 2-4 , heart of thorns , path of fire , icebrood saga and end of dragons
(hot , eod and pof are all full fledged expansions)
the only things that are not included are soto and janthir , both are not part of the elder dragon saga
Elder dragon saga bundle's absolutely worth it, hundreds of hours of peak GW2 content.
It's quite the bargain, and considering that GW2 doesn't have a monthly subscription fee like other MMOs, you can do the content whenever you want at your own pace and leisure
Also, for clarification, the Living World seasons are basically content similar to expansions inbetween the actual expansions. Season 1 is free, while the maps from season 2 are free but the story missions aren't free, which makes season 2 the worst purchase as it will only give you story missions while seasons 3-5 also contain lots of new maps. But I guess if they're bundled together it doesn't matter much.

What does that even mean? I'm also debating about buying the DLCs
The first thing simply means that you can only buy the Living World DLC on Steam via the Elder Dragon Saga Complete Edition. You can't buy that DLC without it. On top of that, if you ever were to own any part of that bundle the bundle can no longer be purchased. Meaning you then will never be able to buy the Living World DLC on Steam.
My personal guess for the reason why it locks you out of the bundle is because you can also buy the Living World seasons ingame. Though seasons 3-5 can only be bought if you own the first 2 expansions. So they want to prevent players from first buying HoT+PoF on Steam, then buying all the Living World ingame and then buying the Living World DLC on Steam, even though it does literally nothing for them.
So in other words, you either buy the whole Elder Dragon Saga Complete Edition for 50€, or you just buy HoT+PoF and then later buy the Living World ingame for 4160 gems (52€), though it also sometimes get discounted by like 20-30%.
