Easy to play. I’d use greatsword/longbow combo personally but that’s preference.
So, I´m looking for a build without pay content.
By contrast, the best stat set for condi (condition) DPS (stacking large numbers of damage-over-time debuffs on the enemy) is primarily only attainable from the Heart of Thorns expansion, and the most popular stat sets for healers and hybrid healer/DPS or support/DPS are from either Heart of Thorns or Path of Fire. Now, you can still attempt to build for these kinds of roles with what gear stats you do have access to, but you'll certainly be at a disadvantage in higher-end content by not having the "meta" gear stats. This is, of course, besides the fact that most popular healing and support builds are concentrated around various Elite Specializations (basically subclasses) that are also tied to DLC's.
In your particular case, even with DLC's Ranger works pretty well with the old Power DPS build, so I'd doubly recommend it there. Somebody already linked the Metabattle page for Core Power Ranger above, so I'll just second them in that. Longbow/Greatsword or Longbow/Axe-Axe (or hey, even Greatsword/Axe-Axe if for some reason you hate ranged combat but still want to play Ranger), Berserker's gear, and the recommended abilities and specializations (or experiment with other options if you wish).
Using full DPS gear may make you feel rather squishy if you mostly stick to open-world content. Feel free to experiment with other stat sets if you wish for extra survivability, but be aware that it might teach you some bad practices that will come back to bite you if you ever start to dabble in higher-end content such as higher-tier Fractals of the Mists.
I play a Condi Specter now… also easy lol. But Scepter/Dagger is so fun!
But I saw many posts that they are useless (even with DLC skills) in dungeons. That´s why I don´t want to "grief" with this class.

Necromancer is faaaar from useless and has with Condi Harbinger and Scourge two high level meta builds for High level Fractals and all 3 Elite specs are very good for Raids and Fractals.
But unless you are speedrunning, its not necessary to run a Elite spec and definitely not griefing as long as you know how to push your buttons, thats what is most important. If you are only looking via LFG, you will probably have a hard time, most solid groups use the various Discord Communities to find partners. And join a guild.
Go to the DPS Golem, learn Rotations so you can apply and execute them properly.
If you are talking about literally `dungeons´, currently they are abandoned content and to be frank you can run anything there.

I recommend to check these sites to LEARN, not to just copy. The skill difference between a player that just copied a guide but isnt able to adapt it to in game situations and a knowledgeable, flexible gamer is pretty huge.
As you learn and play more, you'll evolve and finetune your character and playstyle.
