The game is quite different from other MMOs. You'll be going up against people with over 10 years of PvP experience with deep knowledge of these systems.
You can, but it's going to be a frustrating experience. The gear is standardized, so no one outgears you. However, the skill combinations and strategies will feel alien. Like "Stealth" makes you completely invisible to other players, regardless of range, and can be done at any time, in or out of combat.
~2013 the devs desperately wanted the game to be an "e-sport" and invested 90% of their time into the PvP, but the game really doesn't work well for PvP. Visually it's a clusterf*cc, and mechanically it's just awful -- too much invincibility access, lack of telegraphs, and crappy animations.
In the ~12 years since they abandoned it, it's only got worse. Besides being infested with bots, there's the fact the dev team has been like 4 guys for the past 5 years, so balance has gone out the window.

Oddly enough, nothing you say is ever true.
GW2 is a PVE oriented game. Sure, you can have a lot of fun doing PVP activities, but it wont keep you busy for a very long time (kinda depends on the person as well).
Adressing the cheating before this goes as a wildfire; you will find them in every other game on the market, it is no surprise to find them here as well, but often it is a skill issue, some people have been doing PVP for years, do not aspect them to make it easy for you.
PVP was (as was WvW) was fine for me as a new player when started, i had played PVP in my previous mmo games, so it's easy to adapt, just gotta learn the new combat, that was all, and that same is on every new mmo game people go play, also for pve. So was not a big deal.
So i'd say what comes to PVP in GW2, it's very much okay to join as a new player, but it always comes to the fact that if LIKES the combat, everyone has their preferences so cannot tell for anyone else. For me after testing the game, GW2 has become one of the most fun and fluid combat for mmo pvp in general out of all the many mmo pvp games i have played. It's fast paced, tactical, can "jump in and have fun", but naturally skill ceiling is can reach high when enough experience with all classes etc, but that is also just a given thing for any pvp player.
I'd say go for it, can try for free with just the free to play account before investing anything.
PVP is equalized, so you can join from start and make a build and fight at pvp from day 1 and start learning.
I'd actually go as far to say, that currently GW2 pvp is one of last bastions of actually fun pvp, with active players, like yeah - no mmo pvp scene is HUGE, but all other mmos pvp scene is even smaller or does not feel like "real pvp". So GW2 is what we got as pvp players. ESO is in dead etc, so there are not much options left, yeah can go do WoW maybe.. but all friends etc enjoy GW2 pvp (and wvw that is the open world pvp mode) a lot more than anything else the mmo pvp scene has to offer currently. So that is the reality.
This is what we have, and for many it's fun and yes, worth it to try and test if it's for you. :) And having the pve side of things as a sandbox on the side is cool, gearing up for the WvW mode has been made fun, can combine several methods etc. Also monetization is nicely done in GW2, after owns any DLC and becomes "full account", can just farm gold and convert in game to cash shop currency for FREE and get cool stuff all the time, so it's a nice bonus.
Perfect game? Nope. But legit 9/10 game for various reasons IMHO. And will have several years still to go. There is at least 2 more expansions planned already etc. Just in general the mmo pvp genre has become small.. people just play Marvel Rivals type of games for pvp lol. Nothing wrong with that though. Real gigachads and gigaEgrills still play mmo pvp also, it's like Vergil sitting on the chair in the snow, builds character. ^^
I know many who all they do is PVP matches in GW2 all day, or WvW mode when not. So pvp 24/7 is a possibility in this game. Personally i spend like 70% of my gaming time in pvp modes, 30% in pve and random Divinity's Reach erp or whatever usual emote spam and fashion wars.
I have played pvp/battlegrounds/crystalline/cyrodiil/IC/ranked in SWTOR, ESO, FFXIV (i was so bored that i ranked top10's in FFXIV lmao, even tho pvp in that game is more of a mini game feeling), New World, Throne and Liberty.. and yes - currently GW2 pvp is most fun out of all those, well most of them have very dead pvp, so there is not much choice. But GW2 actually has fluid and fun combat for pvp. So anyone who reads this long rant, try it out, because there is not much else to do in the mmo pvp scene if we are being honest. And yes, it's actually fun. Ignore the usual people who wear bicycle helmet with their name tags on telling there are cheaters etc, those are the usual dudes who does not even understand basic game mechanics or have too strong medication, or not strong enough. The usual.

Feb 2020 (5 years ago): altered the way automated tournaments work to account for the drastically reduced playerbase.
So the last update they added to PvP...was a minor change because the playerbase is dead...5 years ago.
That just screams "active development".
Your points were:
1. Invested 90% of their time in PvP around 2013. Not backed up by the releases.
2. 12 years since they abandoned it. Not backed up by the releases.
Weak attempt to alter your point as well:
"Three major quarterly updates will follow the release Janthir Wilds, including:
New PvP mode planned for beta testing"
https://wiki.guildwars2.com/wiki/World_Restructuring
That doesn't sound like they abandoned PvP.
Ah yes, the new "push" game mode.
https://wiki.guildwars2.com/images/6/6d/Push_screenshot_01.jpg
They've really put a lot of work into that, haven't they?
Also: World Restructuring isn't PvP, it's WvW -- and on top of that, it was 8 years of development before being ultimately scrapped and replaced with the existing Edge of the Mists team creation ♥♥♥♥♥♥♥♥ that already existed. Considering the damage WR has done to WvW, and the fact it's quite literally not PvP, bringing it up is hilarious.
So you agree that you were 100% wrong about PvP not being worked on.
Saying WvW isn't PvP has always been the stupidest argument you had. It's literally saying that a PvP server is not a PvP server because you can do PvE.
Guild Wars 2 has it's fair share of problems. Why on earth do you choose the absolute dumbest hills to die on?
Remember guys, PvP isn't abandoned! They updated it 5 yeara ago when they changed the tourney matchmaking to stop requiring so many matches for such a low playerbase!
