Bumping your material storage will let you sit on materials and sell them at their highest. That's the only one that's gonna hold value for making money.
The others just save on frustration and having to deal with the game's horrible inventory system.
Wait for a sale and pick up Living World Season 4. It unlocks a few better movement options.
Definitely go for Living World seasons first then, because they'll open up many new maps and farming possibilities
If I remember correctly, stuff like the farm in Silverwastes (season 2) is still pretty good and people do it a lot
Gathering tools are also good depending on the rune you pick, and there are some options that are decent for profit (check out GW2 efficiency and similar sites, but there's plenty of charts comparing the runes online)
After that probably some bag slots and the salvage tools, maybe one of the permanent passes like Royal Terrace or something (or Mistlock if you plan on doing fractals too)
Best would probably be Living World Season 4 - Episode 6: "War Eternal."
This gives access to Dragonfall.
Getting all of Season 4 will get you Skyscale and Rollerbeetle mounts as well, along with some armor and weapon skins.
The currency in Season 4 is "Volatile Magic" which can be traded for "Trophy Shipment." For decent ROI.
Gathering and Salvage tools will take a very long time to get the gold/gem investment back.
Also, increased bag space can be a big help if you're running something like RIBA or the upcoming halloween event for a while
PS: Infinite Teleport-to-Friend comes in handy if you have alts you'd like to park at different places.

1. Living story (content, features)
2. Bag slots (downside: It's only for 1 character, but better value than buying 32 bag slots. Another thing worth noting is that if you fully upgrade a characters bag slots, other characters might start feeling less nice to play. Bag slots should really be account bound imo, with a higher gem price)
3. Infinite gathering tools (best way of getting now is the janthir deluxe edition. You will also get glyphs selection box)
4. Account inventory slots. Way to expensive, but one of the best items even so.
5. VIP lounges. But 3 of them offer better QoL than others. Armistice (can travel back on double click on item in inventory. Wvw featues, downside is that you cannot open PVE world map in the lounge)
Mistlock: Probably overall the best choice for most people. In the middle of the PVE map, so nice location for waypointing. Can travel back to last location on double click on inventory item. Fractal portals. Not much downside with this one I can think of)
Thousand seas: Can travel back on double click on inventory item, lots of teleports to locations (really nice when doing world completion), fishing vendors, jadebot NPC's.)
Lily of the Elon (Comes with deluxe edition of PoF, CANNOT travel back to last location by double clicking inventory item. But can do it by talking to an NPC. It's located at a popular good fishing spot. There can also be some benefits to it being on an open world map, but overall the worst one I mention here, but worth mentioning since you get it from deluxe edition)
6. Infinite salvage tools. Mostly the copper one
7. Permanent teleport to friend. They buffed this item recently. Recharge is only like 10 minutes now. It's now one of the best items from the gemstore imo.
8. Character slots. Having alts can be really useful in GW2
9. Bank slots + material storage

EDIT: I did miss the "best items to make more gold". A lot of what I listed is more "make game more enjoyable to play"
For making more gold, best gemstore stuff is probably living story (farming methods), infinite gathering tools with volatile magic (from deluxe edition), character slots and the infinite teleport to friend (since you can travel to squads instantly)
