Steam users always have some weird crap problems and the worst sales AND YOU own the account instead of Gabe(Steam).
The issue is quite simple:
If there is any issue on ArenaNet's side, you'll have a problem regardless if you're on a standalone account or on one made through Steam.
If there is an issue on Valve's side, you'll have a problem if you use an account made through Steam only. Not a hard choice in my book. That is just one of the reasons, and not the biggest one for me.
You mean via the gem store? Yeah, there shouldn't be any difference there.
Your friend makes the gift purchase and you receive it via ingame mail.
Or did you mean something else?
They can't buy an expansion from ArenaNet for your Steam account, only for another standalone Anet account. They could only gift you a DLC on Steam for a Steam account.
