Which expansion to do first...
after Hearth of Thorns and Path of Fire?
I am looking to get the remaining DLCs when the sale arrives. Possibly going to grab Living Legend's 2-4 as well.
Which one you guys recommend to do first?

If story means anything to you at all, there is really only one right answer:
in order of appearance, as seen in the story journal (4th tab) of the [H]ero panel.

If you don't care about the story, than I would recommend Secrets of the Obscure. It's the easiest way to get the Sky-Scale flying mount and it really is an extremely helpful thing to have for exploring or just travel in general.

Though be warned Secrets of the Obscure story(at least to me) was mind numbly boring and uninteresting, game-play wise it isn't great.

If you want the 3rd Elite Spec than get End of Dragons and from what I've heard (I don't have it myself yet) it's much much better than SotO in terms of game-play and story.

TLDR: Get SotO if you care more about getting the flying mount, get EoD if care more about your 3rd elite spec and general game-play of the expansion.

If you care about the exploration aspect of the game and don't want to cheese stuff, don't get a flying mount early on. In fact, don't get anything beyond the raptor before you get to Path of Fire in the story.
Having a springer or a flying mount makes a lot of the traversal challenges in the game mind-numbingly boring and uninteresting.
Why wouldn't I make things easier for myself? you ask?

If you plan to do things out of order after Heart of Thorns and Path of Fire:

1. End of Dragons to unlock 3rd Elite, Jade Bot, Fishing, Fishing Boat, and maybe the Siege Turtle Mount.
2. Janthir Wilds to unlock Land Spear and Warclaw mount for PvE.
3. Secrets of the Obscure to unlock Weapon Specialization, maybe Skyscale Mount.
4. Living World Season 4 for Rollerbeetle Mount and Dragon Fall Meta/Zone.
5. Icebrood Saga (Living World Season 5) for the Waystation Mastery.

6. Living world season 3 (adds new maps at least)
7. Living world season 2 (story only)

I still would suggest to just do it in order like ebaG-gamma suggested above if you care at all about story.
