If you aren't 100% sure, I would go with the two expansion edition. That's still a ton of content that will take you a very long time to chew through.
So if you're sure that you'll keep playing, you won't regret getting this one
also if you don't mind me asking is the living worlds worth it? because its much cheaper to buy the two dlc expansions and the dragon dlc separately
I would hold off on it. You are getting a massive amount of content.
Secrets of the Obscure is the weakest expansion. At only a 20% discount, I would hold off until later.
If you don't intend to start playing it immediately, there's really no need for it, because it will probably be on an even bigger sale in the future (it's still considered "new" since it's only a year old, so just a small sale on it currently)
They give sales on the expansions during every major Steam sale (Autumn, Winter, Spring, Summer sales), so you don't have to worry, there'll be plenty of chances to grab it on sale in the future as well :D
They're basically mini expansions, you get access to new zones, storylines, mounts etc.
Some of them, especially season 4, are fantastic! I'd definitely recommend them if you want the full experience ^^ (they're part of the whole main story too)
Try watching some trailers on Youtube for the living world seasons, see if it piques your interest (although, careful, spoilers :D)
But if you want to skip them, you definitely can, but parts of the story will feel weird without knowing what happened inbetween expansions

It's not "bad", it's just "meh".
Because there is currently a sale, the Elder Dragon Saga Complete Collection is an especially great deal, atm. That's because this is the cheapest way to get the Living Wold seasons too, which are an integral part of the story. And to repeat what everybody has said: It's an enormous amount of content.

In short, I think an ArenaNet account is better if given the choice early on (but a Steam one is fine too). I also go into the different expansions/DLCs in the latter half of the guide, explain what Living World is, and so on.
yeah i heard that the game client is superior to steam version. Unfortunately due restrictions in my country i can only pay via steam so that is my only option.

Absolutely no doubt about it.
SotO is only 20% off, so don't bother. (Janthir Wilds won't even be 20% off until in a year's time.)
SotO give easier access to the Skyscale mount and more weapon options.
(I wouldn't recommend the SotO skyscale way anyway. It was only added for players with disabilities*, which is great, but you wouldn't park on a parking lot for people with mobility impairments when you don't have to, would you?
* impatience, mostly)
You won't really need the additional weapon options when you're just starting out. The build options from all the elite specializations that come with the three Elder Dragon Saga expansions are a lot more impactful.
The value you get with the Elder Dragon Saga including Living World is insanely good.
