Boost package separate?

I just bought Janthir Wilds and got the level 80 booster and a separate level 80 boist package. In the past I remember getting only the booster.

Is this something new?

Each expansion comes with a free lvl80 booster and a shared inventory slot. However, you can purchase lvl80 boosters by themselves (highly not recommended though) in the gem store. Not new.

I know this because I have all of the expansions but previously I remember getting a single item that was a booster. It filled the shared slot and could not be removed wirhout using it.

This time I got 2 items, a level 80 booster and a separate level 80 boost package.
