That's one reason why I'd recommend making a GW2 directly with ArenaNet instead of via Steam. With an Anet account that doesn't involve a third party, you always know which support to turn to: Anet's support.

If you use a Steam account for GW2, for issues pertaining to account management, access and game, gem, or other purchases made through the Steam store or Steam wallet, you need to contact Steam support.
For assistance with a Guild Wars 2 in-game issues, or items purchased from the in-game store using gems, you still need to submit a ticket to the Guild Wars 2 support team.
Imo, it's better to skip that guessing entirely and make your GW2 account yourself on Anet's website – if you are a new player and don't mind losing the progress on your Steam GW2 account.
