While, I do not know for sure, what it seemed like to me, is all the content is downloaded upon initial installation, and then they just restrict your account license to certain content until you pay for it. So, you already have it, if you have the base game, it's just restricted by a license you need to pay for. I say this, because as soon as I paid, I was able to continue using the content, and then things like Gliders are from a different expansion than Mounts and you can see both of those while roaming the world already. So the content is already there
Your better off using the anet stand alone client without steam. It halves the data usage.
