Having problems using the additional crafting lisense in game

I purchased it. In the game it said i received it. but when i try and use it at the master leather worker i don't get a [prompt . just the option to trade with another profession. I have hunting and jewelry making. any ideas what i'm doing wrong?

Did you accept it from your in-game mailbox after purchase?

I haven't used it myself, but I assume it an actual inventory item? If so, you would just consume it on the character you want the license for, which opens a slot that you can then fill with a crafting profession.
