Power alone wont be a massive boost, it is a boost to your dps but the problem is working in crit chance and crit damage. There are multiple ways to provide the crit chance though, which makes power a much bigger deal.
I highly recommend checking a guide, like from Metabattle or something.
https://metabattle.com/wiki/Build:Virtuoso_-_Condi_DPS etc
There are other sites as well, but the differences in the builds are minuscule or non-existant, I personally prefer the layout of Metabattle.
No need to copy the build 1:1 but you can always get a good idea from there and then modify it as needed.
To check your DPS, go to the raid training area from the Aerodrome in Lion's Arch. https://wiki.guildwars2.com/wiki/Lion%27s_Arch_Aerodrome
Apply all buffs to yourself from the console, then spawn a 4 million health Golem.
DPS is always tested with full buffs when comparing to other builds.
Don't use the special skill in there, that will give you unrealistic DPS output.
Those are the maximum DPS though, don't expect similar numbers. Just see what works for you. Remember to have fun and probably don't try to run raid builds in open world, you'll just get disappointed. Condi Virtuoso is very easy to play, but can also have trouble with survival compared to for example Mirage. Dead people don't DPS, so try to find a good balance that you like to play.
Expertise will give you the better DPS with condition, unless your build has other quirks.
