Why do you think the price would be any different on here? Also, being on the gem store means you can subsidize your purchase with gold to gems conversion, or even buy them entirely through that method.
Regardless, while I can't say this for sure, I think the reason they don't do that is because of Steam's technical limitations. All but one of the living worlds requires owning an expansion to access, but I don't think Steam has the ability to restrict buying DLC unless you own other DLC. Thus, you could have people buy content they can't use unless they buy more content, and I imagine that is the situation they are trying to avoid.
Also, I think the reason why they won't allow it is because they're worried that some players might purchase the Living World twice, since GW2 has no way to tell Steam that you bought it ingame already.
