There is a "Home Instance" but, the name is far, FAR overselling it. No building. No decorating. Just the very rare (or bought with IRL money) harvesting node.
But not sure if we can expect such a huge feature from these mini expansions
It's still possible though, as it's something they could sell stuff for on gemstore easily
the closest thing is getting your own guild hall, that's the only place ppl can decorate, gw2 has furniture, decorations etc but individuals dont have access to such thing, its only available in the guild halls. The gw2 "home instances" it's just an instance where players can gather some resources everyday.

tl:dr to do classic housing and decoration, you need a guild hall, to have a guild hall you need your OWN guild, it's not difficult to get one but will requre patience. also you can join up to 5 different guilds means one spot can be reserverd for your own guild and your "own home" to decorate.
Best mmo for housing and decorations has always been Everquest 2.
I'm talking about thousands and thousands of items you can get doing quests, storyline, crafting, during festivals etc Literally thousands, all sort of things available.
you can buy houses in different lands, in frozen dwarven territories, in the forest home of the fae (fairy race) or in creepy places etc and you are not restricted to one house you can buy all houses you want, all your toons can have different houses etc its mindblowing, people have no idea sadly cuz the game is old and not appealing to young gamers used to fancy graphics but still it's a great game, im talking about spending days or weeks just doing housing stuff, it doesn't end.

On the other hand it makes the whole place look like an utter mess after you get enough of them.
However, if you are willing to spend a lot of gold, you could always grab a few friends and claim a guild hall. Guild halls actually let you place decorations like beds. Its the closest we will get to player housing at the moment.
As someone who has basically been playing guild wars 2 since launch, you are so so right.
Some times I look at the things the devs are adding to the game and realise that I could make a smarter decision without even being a game designer. In fact I agree with you so much I'm giving you an award.
