Which DLC to buy
For someone who are new to the Guild Wars 2, what are the recommended DLCs to buy by the order of importance?

HoT + PoF bundle first, it gives so much content for the price of one expac.

HoT + PoF bundle for 7,5$ is a must. You get mounts and glider; all you need to enjoy the game for close to no money. Then I would say you should buy SOTO (newest expansion) because it's where the new carrot is.

The best value is totally the HoT+PoF bundle. It has the most content and the lowest price.

Though if you actually care about playing the story in order you would need the Living World, shich is placed inbetween the base game and the first 3 expansions. So since it can't be bought individually (or you at least would have to buy it after HoT+PoF ingame, for 4160 gems, costing roughly 52€) It probably would be easier to just buy the sragon saga complete edition, since it contains the Living World and the first 3 expansions. And be aware that once you bought any of the contents of the Complete Edition you can no longer buy the bundle, which means you can't buy the Living World for 40€ or the current 27€ anymore and must buy it ingame for gems.

The least value currently is absolutely the newest expansion, SotO. It has the highest price since it's not discounted but the rest is (if you ignore the Living world, which you can't buy individually anyways) and it also has the least amount of content, also since its content is not yet completely released as it is planned to get more content across the next half a year or so. So curently you can easily delay that expansion and focus on the rest (also since no FOMO due to no sale).

So my recommendation, depending on how much money you want to spend, would be either HoT+PoF or the Complete Edition. (Though obviously the third expansion, EoD, would be the next best value after HoT+PoF simply since it's the only thing after it and before SotO that you can buy individually) And SotO can be bought any time later on.
I'd take the bundle with the Dragon Saga.
All living story, HoT and PoF.

you can ignore the living story, but that is a big chunk of the story leading to HoT, and PoF that will be missed.

Every single dlc is important, but to begin with hot+pof will be enough, in the end you WILL buy all of them if you like the game.

According to the current exchange rate it costs roughly 2000 gold, which is actually enough to directly buy a legendary weapon on the market.

It obviously depends on a lot of stuff, like how much you play every day and how much you focus on just grinding for money/gold, but if you play somewhat casually and don't focus too much on it it will take at least several months to get that much. And that is if you focus all your resources just on it, even though you usually always have a few other expenses as well, especially early on. Though I guess the true gold grinder could probably do it a lot quicker.

But all in all it is gems worth over 50€, so it obviously would take quite a bit of grind or time to get it.

It's not worth it grinding for gem conversion, at least not in the west even if you work minimum wage. Your time is much more valuable vs just shelling out a couple bucks. Maybe for someone where a dollar is a weeks pay.
