It "gets better" after 80 in the sense that there's a lot more skins available, but the effort isn't all there on their designs. Lots of stuff is outright bad, or looks basically the same as other stuff.
Go to a bank and open the second tab (along the left side of the screen) to see the wardrobe. Ignore the gem store stuff and you can get an idea of what's what.
Also heavy armor is really uninspired for a really long time
While leveling, what your armor looks like depends on whether it was from Drops, Crafted, or Karma vendors.
Post 80, they come from a much wider variety of locations. Link just shows whole sets. There are a lot more options than that.
There are hundreds of different armor and weapon skins for each class, in fact just about the only reason to obtain most of the rare or unique gear from achievements, collections, and advanced crafting is for the skins (barring Legendaries, which have other QoL features as well).

There is ONLY the tutorial in the standard map where you get to 80 and the
REST of the game when you ARE 80.
Skins are hidden well.
Wiki is your friend.
Talk to Heart Vendors and check out what they're selling.
There are actually a good few unique skins obtainable only from Heart Vendors, there's also some hidden away behind seemingly irrelevant NPC's as well.
You can also by an Endless Town clothing tonic from the trading post.. pretty sure they only cost a few silver and you can convert that tonic into an outfit by talking to a Black Lion Exchange Specialist.
The Outfit will change appearance depending on the race of your character but in all honesty it looks much better than most of the crappy early game armour, especially on Sylvari.. and best of all it's an account unlock so you'll have it forever on all characters.
To this day, despite hundreds of skins and a good few outfits unlocked, I still occasionally use the Town Clothing Outfit while im levelling up a new character, especially on Sylvari as they get a nice planty looking armour/clothing from it and there are not many planty armour's or outfits to choose from in the game.
Trading Post is a good place for Skins as well, you can buy a lot of cheap gear and skins on the Trading Post, even if that gear is higher level than you.. you can buy it, unlock the skin, keep the item for later and transmute the skin onto your weapon or armour if you want to use it asap.
I think free accounts have a limited selection of what they can buy and sell on the trading post though.. but that goes away entirely once you buy any expansion and upgrade to a full account, you'll have complete buy/sell freedom then and access to tons and tons of skins.

Yeah, it's like same as in most MMO games for the time of (each game having their "tutorial phase", be that however long it is in any game, in FF14 i felt like the whole base game ARR was one long tutorial, and the game really started in 1st expansion, or shortly before it and i looked like a peasant stray cat with scuffed leather armor) going through the early zones/maps. So you look like a poor peasant/commoner mostly.. can of course make it better by actually focusing some time and gold coin on looks (i did so after like first 20 levels already, wanted to look cute haha). Later there will be a LOT of good looking armor sets IMHO. It is not called Fashion Wars 2 for nothing. :D
This game has really good "gigachad armors" for the manly man dudesons, who wanna look like warlords and warriors of steel!
Also, as someone who goes for the more feminine looks (for more real life immersion, maybe not so practical in actual combat would be all of my styles lol) my characters went from a peasant girl of the village to the Goddess tier. I kill by both looks and spells!

(Playing a lot of Tempest support) Oh god, would be cool to have also actual Water/ice based Elementalist spec that could be full DPS in that attunement also. Like with decent dps. ^^ Just for the sort of "Frost Mage" type of class fantasy setting needs. =)
