Accounts made on steam cannot log into the game using the arenanet launcher, or vise versa. But the game servers are the same so if your friend made a direct arenanet account and you made a steam account you can play the game together on the same servers.

A Steam account doesn't belong to you, because Steam is paying ANet for everything you "unlock" here.

Steam can only track numbers of players playing through Steam. That's the case for all games that are also available outside of Steam, whether on own client or a different platform, not just Guild Wars 2.
