Yes, it's normal for GW2 and pretty typical for most games offered through Steam that have their own independent launcher. Steam downloads a "standard" but outdated set of game files to get started, and further updates are downloaded through the launcher so they can be pushed out quickly and easily to all players, rather than having to wait for Steam to verify and approve those files for the Steam players to get them. Warframe, EVE Online, War Thunder, and I think Elder Scrolls Online all do the same.

Then they should just supply the launcher via steam. I just had had the same issue. Downloaded 60GB for nothing basically.

same problem here, I downloaded GW2 of size 66gb from steam, but after opening the game, it starts downloading again all the file.

It seems like i just ran the command (hypothetical, it's just a linux joke ) -> steam download gw2 > /dev/null

Like many MMOs, Steam will (and this happens from their respective website versions too) have you download the Launcher. The launcher then downloads everything else. It is very standard.

worse in most games any extra files downloaded aren't deleted on uninstall.
Thankfully gw2 sticks the entire game in one mega file so this doesn't happen.

Sadly that's the exact reason why they won't update their Steam build, since it would cause everyone to have to redownload the whole game whenever there is an update.
