the first bundle is the most important
Expansions are modular. You can play them in any order. Content is never outdated.
Everyone would suggest getting Heart of Thorns and Path of Exile for $30 because it's a massive amount of content. Newest expansion is tiny in comparison.
Just get the Hot & PoF bundle, both are cheaper and have more content than latest most recent expansion.
Let's wait to see other opinions, the SoTo expansion gives ya access to skyscale easily but imo skyscale alone is not worth skipping HoT & PoF expansions.
Anyways having at least one expansion will turn your f2p account into full account with no market or chat restrictions.
But your game will be far better with a mount (you will be able to ride fast between the mobs without to kill all of them to go forward)
The mounts (drake, springing rabbit, skyscale, griffon, stingray...) are in the Path of fire expansion.
It is also the best expansion to my mind.
Basic Raptor comes with any expansion.
End of Dragons has Basic Springer and Glider, along with Turtle and Boat.
Secrets of the Obscure has Skyscale.
So every expansion will give you at least two mounts.
I'd give different answers depending on your personal preference what you are after from the game and how you play mmo games or prefer.
If you for example play mostly solo/story based and wanna do it in order. If you are a competitive person and also enjoy World vs World (big pvp battles with keep sieges), then you might want to have ALL the previous expansions for all the Elite specs (sub classes sort of that can change how profession mechanism works for each profession). Some professions different elite specs can feel so different than the core version of the class, to make it more fun (harder in some cases, with complexity added in with resource type of management, like energy to do things for example) but at the minimum more choices on playstyles.
Honestly, i'd try it free, if the core game feels fun, it only gets better after that with more variety and the starter zones are a bit "outdated", well since they are old.
But, if budget is no issue, i'd buy the full package. If you wanna do things in order, buy SotO a bit later. People always think budget is issue.. but i'm unemployed yet when i started to play Stellaris for example this year also, i bought ALL of it's DLC also. Anyone who has played Paradox games knows how much DLC Paradox games have. :D And a curious person can check Stellaris Steam store page to see how many DLC it has and their prices. :P But no regrets. I bought all GW2 expansions (and SotO also before launch), good value for entertainment euros spent for me. ^^
I did personally buy them all (Hot+PoF and EoD expansions) after a bit of testing the free core game. It's easy hundreds/thousands hours of content.
Hot+Pof set is like 30eur/dollars, worth it also as a starter if not even really tested the game much yet. Makes your account "full account" so no limitations. You get extra character slots, shared item slot etc.
You get one lvl 80 ticket also so can max lvl boost one character (can still do the authentic leveling experience with another character) IF you for example after a bit of testing and learning skills wanna try World vs World etc, since you get full celestial Exotic gear (decent enough for WvW for most classes as starter and then collect optimal stuff yourself). That gear will get you through pve stories well, and can that also switch to more optimal power or condi build as you go and start getting your gold and gear collected yourself. :)
Benefit of getting one character to max is getting access to the dailies, so you get wizards vault stuff. Easy gold and stuff. So much stuff. :P So while some will always go "boo, never use boosts" i say why not? It's "free" with the expansions, comes with it and benefits to have for said reason. Can always do several characters even after that from level 1 to max in the good old authentic way. :)
But yeah, i feel like having one lvl 80 asap is a good thing, due to the new Wizards's Vault daily system. So can collect that daily currency for purchases (free cash shop tier stuff also) from the daily shop.
You'll get many different answers to this, but how you intend to play the game is the deciding factor IMHO.
If you're interested in the story of the game then yes you will need all the expansions and living world to be able to experience it.
The complete Vanilla game and the re-introduced living world season 1 are all playable for free.
This is a good portion of the game's overall content that you'll never have to pay for.

Those people who were thinking to buy the Living World DLC's can unlock them for free when they come out.
So the Living Worlds will be free for a short time soon? that's quite unexpecting
The current expansion pretty much is launched like LW storylines were back then.
With about as much content available.
Pro: The latest will give you an easy skyscale and open all class related weapons.
Con: Some classes, ie: thief/deadeye, need the elite spec to optimize the use of specialized weapons (for deadeye it's rifle and malice generation that makes the rifle work well, won't get either with core).
