2) This mistake is on you though. Let me quote two descriptions:
"Add an extra Bagslot to a character's inventory [...]"
"Increase the number of active crafting disciplines all chracters on your account can have [...]"
Gw2 is descriptive in telling you if it's for one character or all.
So no, not gona happen.
Right now each purchase adfs a fixed number of posdible inventory slots, most likely 20 (max size craftable bag). If it was account wide, that amount would multiply with your character slots (5 character slots - > 100 inventory slots; 9 chatcter slots - > 180 inventory slots), and also increase per additional character slot. This means you would get more value the more you already have spent and they would have to adjust prices for that.
It is pretty much the same with everything else that would take up space in the database per character: Buildand gear templates. (Not saying that storage space is that expensive though)
The new player experience in GW2 is the worst right now of all of the big MMOs, that's because all of the others have worked at really reinvigorating the new player experience whereas ArenaNet has barely even touched it and continues to be hostile about it.
