Most players are either daily logins completing their 3 dailies, or open qorld solo-ers.
So it's steady but not "very active". The way population works in GW2 is an oddity.
Player population tends to surge when there is a world boss or meta event around. The way map instancing works, however, you might find it difficult to finish these large scale events if you arrive late on the map, ie after the boss fight starts, because you will most probably end up on a copy of the map with only a few players. With a little planning, you will rarely run into a failed meta, though.
So sad what this game has devolved into, especially the quality of the playerbase. Old GW2 vets are currently populating FFXIV, ESO and WoW and they don't talk kindly about GW2 at all, mostly just pity how it died in 2019 and how everyone got milked hard with the fake Canthan expansion. 1/5th of the entire stuff getting fired last month due to low profits, player count was an amusing topic though ;)
