Your steam page says inventory slots are 30% off but when I go to purchase one it says it's charging me 400 gems

What you are thinking of is the Bag Slot Expansion which was 25% off until March 16, 300 Gems instead of 400.
Right now, the Bank Slot Expansions and Storage Expanders (Material Tab expansions) are on sale.
These are all to do with inventory, but are different items with different purposes.

Storage is the materials section of your bank which by default holds 250 of each material that is able to go in there and each expander increases it by another 250.

Bag expander is just for your character's inventory and bag expanders are character bound, not account bound so if you play a few characters on a reg basis and want them to all have more bag slots then you'd have to buy these for each character. It's BS how they did it that way instead of making them account bound.
