There are heavy armors that look almost the same for the light armor wearers giving them that "bulky" look.
Now, I do not know them all out of the top of my head, but one of those is the one I linked, I believe another one comes from PVP tracks, or the PVP vendor and there are many more.
But given the fact that outfits already contradict this and with all the effects going on nobody really looks at the armor to figure out what class someone plays - that reasoning is basically bs. I would love to have all armor classes as visual options.
It may not be an answer you like, but there it is.
^ This, though I'd add that it doesn't necessarily mean being solely about budget for money, but also about budget for time. The sheer workload is the decisive factor for many past and present issues of customization (and many other things), like outfits existing in the first place.
It is not possible, thus, you give other options. So, instead of attacking clients, be more constructive.
Lastly, do not manipulate context by picking out a few lines, that is utterly rude.
