Skyscale is cheaper but takes several days.
I would get the Griffon first, it makes it easier to get the Skyscale without having to take a rental every time.
The Griffon all told, can be obtained after a few hours and 250g.
The skyscale on the other hand takes at minumum, 3 days up to 12 days, or more depending on how you go about gathering the item reqs. Some of them are time gated in 24hr intervals. (Im looking at you Quartz.)
That being said, you still gotta own all of PoF's Living World. Which will either cost you 20$ or 'roughly' 400g, which is how much 1200 gems will cost. Or slightly less i think you can specifcy the exact amount you need.
You'll also have to pay about.. 25ish gold for the saddle, about 10g for Toys (part of the Skyscale hatchling part) and then If you get to a part that you can't or dont want to do, you can pay gold for that as well.
Personally I spent about 60-70ish gold outside the req purchases because Crystal Quartz seemed like an unnecessary pain in my ass.
edit: That doesn't really answer your question though, Mb. I'd say get Skyscale, you don't need the Griffon, and the parts that you 'may' need one just make it slightly less inconvenient that doing it the regular way walking or with a springer/jackal.
Skyscale - takes a few days/weeks to get, depending on how much time you put into playing the game, overall the best/most versatile mount ingame at the moment
Both require resources or gold to get, so take that into account.
Skyscale is a slow helicopter is it has good utility.
I keep both mapped at all times.
In terms of flight, the Griffon has unlimited flight with some effort and skill, the Skyscale can hover forever but loses altitude whenever you move.

I would still say you should have them both though if possible, because like all other mounts, each one has their strengths and that doesn't inherently make one better or worse than the other, they're just aiming to do different things.
Skyscale is also by far the more useful mount. Best mount in the game and IMO, the best overall thing in the game. Griffon is very niche yet it is decent to use when the opportunity arises. I would say it's worth eventually getting but definitely shouldn't be a priority.
Griffon is useful if you want to move through large maps fast. It's key feature is speed boost.
Skyscale is useful for vertical movement (climbing) and hovering.
If you practice, you can switch between Griffon and Skyscale without landing, and move vertically and horizontally if you need to.
Which one should you get first?
If you have gold (check if you have mystic coins, they sell a lot), then get the Griffon first. You'll be able to finish it in less than 24 hours total time. It will also make getting the requirements for Skyscale easier and faster.
If you already have the requirements for Skyscale (i.e. for the stuff you need to buy), you can get Skyscale first if that's what you want. However, it will take at least 4 literal days. I got mine 6 days after I unlocked Griffon. It would have been 5 literal days only if I did not have to farm one particular 'currency' I needed (I used before, I had no idea it is needed in Skyscale).
Griffon is fun to use once you get a hold on how to use the speedboost, and once you practice switching mounts while flying. Other players are gods when it comes to Griffon use and switching mounts. ;) Those are the fun part.
Skyscale is, not for everyone
The movement kinda clunky, it's not like what you think, it's a climber capable of floating indefinitely.
But the worst part is the collections you need to complete to get it, it's not hard, it takes time, but most importantly it's annoying, but if you still insist to get it, prepare yourself!
This here. I stubbornly use the griffin in situations that aren't ideal because I like it. I use the skyscale when I want to be on easy mode, or just not on the ground.
