Since you are playing via steam, the data will probably also be loaded from steam, so the steam servers would then be responsible, not those of Anet. Try add "-image -assetsrv 54.84.216.160 -patchconnections 20" in the shortcut.
it solve my speed too.

interesting considering I just had to do a fresh install and was downloaded and installed in less then 20 minutes. This is your isp's issue not the game or steam. If slow downloads trigger you this much maybe don't game on your garbage connection. Keep your toxic comments for twitter where they belong.

There was an issue with the update servers at the time of OP's post. It has been resolved since.

Lies on both sides. The game servers decide how much bandwidth you get. The worse your internet connection, the less you get from the server. This can mean that you get even less than your internet connection allows. (translated)

Gonna copy and paste something that helped me with this issue. I dont use steam version though so not sure if this could help or not.
Right click guild wars 2 shortcut - click properties - you should now be in the shortcut tab.

Add the following into the target field after the install location:
-image -assetsrv 54.84.216.160 -patchconnections 20

Target should now look similar to this : "E:\GW2\Guild Wars 2\Gw2-64.exe" -image -assetsrv 54.84.216.160 -patchconnections 20

This should fix the slow download issue most people are struggling with.
