Steam is known to have issues when it comes to buying things in games that have their own launcher. It's why people suggest you ALWAYS pick a non-steam option for games with Subscriptions or Microtransactions.
Most notorious is trying to get a subscription to Star Wars: The Old Republic.

Not quite sure what you expect ANet to do on a Steam issue. Send some developers over on a house call?
I would guess you would have learned by now since the last time someone had that same issue, you started spewing your ♥♥♥♥ again only to be able to read the actual solution moments later and proceed to delete your comment. You never learn, do you? Once a troll, always a troll I guess.

@OP, you need to have the steam overlay running as the payment goes through Steam.
It's a KNOWN Steam issue, yet it's still somehow ANet's fault for not doing enough.
It has nothing to do with either party. It has to do with the users unless you want Steam to force the overlay on everyone. Payments that use the Steam wallet go through Steam. In order to pay through Steam, you need to have the overlay running. Without it, what is it supposed to load? Should it be knocking the game on the background in order to pull up the client or your browser?

Again. STEAM issue. The only thing ANet can do is... tell you it's a Steam issue. They don't control Steam. They can't do anything about it because... it's a Steam issue. They can't fix anything because it is tied to your Steam account, which they do not have access to. What part of this is confusing you?
You are right. They told him it was a Steam issue. Let me quote the OP:
Guess what? When other games have this problem, they tell you to... wait for it... contact Steam because it's... uh... a Steam issue.
Try closing steam and running it as admin. I have had similar problems in other games and this can sometimes fix this issue.
