In general Reaper is really good at taking care of mobs, but not that great at bosses. The greatsword is slow, but hits quite hard, and can easily group up enemies and blind them to safely eliminate them. Reaper Shroud also hits pretty hard, gives you some mobility and lots of safety, and has great cleaving ability. The shouts are relatively weak, but also pretty low cooldown, and one of the traits lowers their cooldown more, and lowers it even further for each enemy you hit (the heal skill's cooldown can be as low as 13 seconds). There isn't much better for solo open world content, due to its upfront damage combined with its tankiness, and most solo content has lots of groups.
The main issue with bosses is that you don't get life force from them dying like you do with mobs to power your shroud (something some of the recent buffs were aimed at helping), and until they get below half you don't have any other strong DPS options. You also don't have any team utility as a Reaper; you can't act as the quickness or alacrity bot or provide other unique services for your team while doing dps like other options can.
the shouts are pretty terrible and you only use "chilled to the bone" and its mostly in pvp but thats not really a problem
for weapon you'll gonna use staff and greatsword for pve, you can change the greatsword with axe and warhorn for pvp, greatsword have more burst damage and axe/warhorn have more utility so its depends on your playstyle
for PVP its still good up to gold 3 just beware of thief because they can delete you easily
for fractals power reaper is pretty good, you can even carry your team if you're good enough
because fractals is mostly about cleave and burst damage and reaper is good with that
for raids and strikes as long you know what you're doing you'll be fine, reaper doesn't have the highest damage but their damage isn't terrible either, you still can get top 1 dps in pugs if you're good enough
and lastly you need to learn combo field for reaper, because that's your mainsource of damage
But that dead horse has been beaten so hard that even a necro couldn't raise it.
And with that, I earned myself a cough and a boo.
GW2 is such a casual game that i wouldn't concern yourself with meta. You get new meta from off-meta so that's why i stay a off-meta gamer in games. Play what you want and have fun!

It destroys everything in PvE, and it's soooo much fun to play.
I run it with staff as 2nd, and even with ranged AoE you chew up everything.
Never been an issue, but then, I dont run specific raids, nor do i roll with a coordinated guild in PVP.
Outside of that, it really is "anything goes just have fun"
Yea I just switched to great sword and staff. Pretty fun! Throw out all the aoe dots, and then switch to great sword and run in.
