If you are using the outdated DX9 version of the game, the DLL (d3d9.dll) goes into the bin64 subfolder, unlike the DX11 version where the DLL (dxgi.dll) is placed in the game's main folder.
You then have to adjust the links in the ReShade.ini to the correct paths for the Shaders and such.
To get ReShade working these days, after installation, you need to rename "dxgi.dll" in the root folder of the game to "d3d11.dll".
