I think it's 7 days you have to wait from the day you buy your first DLC and it's no going around it. If it still doesn't work after 7 days THEN contact support.
What OP posted is what you see when you purchase an expansion for the first time and it takes 4 days to have all of the restrictions lifted. The other one, not sure what it is. I certainly never saw it before.

Yea, I'm done with Guild Wars 2. That's some pretty messed up gatekeeping right there.

After thinking about it, I've decided to just deal with it on my f2p acount.
Besides necro-ing a post from a year ago, f2p accounts have limited access to the TP.
If you only play core Tyria (free to play part), you don't even NEED trading (so it prevents just free bot accounts from gold trade that are rampant in games that allows those) and the "free to play" part, the core is more like "free trial". I mean who would play only like 10% of game for ever? O_o
The buying of HoT+PoF is the cheapest way to upgrade to FULL ACCOUNT, so no limitations. Should not even see it as buying as expansions, more like buying the actual game. As the base game USED to be buy to play. Now the core Tyria is free, but expansions have become the new "base game" buy once to play model to have no account limitations what comes to trading etc.
It's still very cheap compared to other similar games, especially if buys on sale. AND can then convert gold to gems to buy any cool stuff FREE from the gem store after having full account. Easy and smooth.
Or do you expect also to get games like full Baldur's Gate 3 etc for completely free if they at one point have a free trial or some free "Play Act 1 for free" event? No. Normal common sense people then know they will buy the full game if enjoys that free trial, or getting free some base content to try out. Means if you then like, you know, to play the full game, buy it. Trade restrictions are to stop bots, or hinder them enough to make 98% less of them, than in Lost Ark for example, that was like more bots than actual players.
The game has literally running servers with developer teams that bring out content 4 times per year currently. You think all those developers would work for free and all electricity bills pay for themselves magically if all players would feel entitled to get everything for free? Wake up and get into reality. :)
If the game and all it's expansions were 100% "free", they would have to include some actual predatory loot boxes etc (think of ESO for example, oh boy the monetization is so bad in that game imo) without chance to earn them for free (like can now) like in GW2. Here the monetization is actually most fair out of any MMO game that is not a subscription based game. Can buy all cool stuff by just playing the game and earning gold. But yes, first pay for the full account upgrade. Not too much to ask.
I paid 2 x that almost 100eur bundle for both me, and my friend as a gift. Best gaming decision and purchase this year for me. ^^ Okay Baldur's Gate 3 was really epic also, i played it like 3 weeks non-stop. :D
Either way, don't care, just voicing my opinion on it and will be leaving it at that. Didn't want to make a new thread, so I looked up a fairly recent one on the subject.

Final Fantasy 14, cannot even open personal trade window between 2 players to trade a simple non-combat pet if they are on free trial and not on paid game. Most MMO games are like that, to exactly combat free bot accounts. The few that are not. Are well.. full of bots to a point their economy is fully busted by that. And bots are used for actual in game content also, then to trade stuff after it. So people have to actually PLAY with bots in their CONTENT.
Go ahead and enjoy that then in your games. In GW2 there is minimal amount of that. Yes, never zero percent, but way less than in those that give free trade and no restrictions.
In some games cannot even use chat or grouping functions. In FF14 and others like it with free trials, as free to play player cannot even form a group. Have to ask if someone else forms a group for you if you wanna play with other free to play player, your friend for example.
But good luck finding another game you think is more fair! :D
I have tried everything else than WoW (and i know about that game enough to know how it functions, it has sub fee and wow token on top of that for "paid shenanigans" with real money) and found from current active games (not some random 100 player private servers of old dead games) that Guild Wars 2 has really the most FAIR monetization. Yes, when i first time logged in, and saw the Gem Store, i had ptsd from ESO, but when i looked into it, and how the gem transfer works.. learned it was PERFECT and finally a game where i can just play, earn gold while playing my favorite contents, then convert and buy FREE cash store stuff (like bag space, storage space, cool skins, mount skins, everything), some not understand how great the system is. And are not even willing to pay for the full account. Their loss. :)
But yeah, you have clearly made up your mind, or maybe no money to buy even HoT+PoF that is like 15eur/dollars when in sale..? So i guess you better find another game?
If you find something more fair with it's monetization, let me know in this post. I await with great excitement for your response. Where you get so much content and free cash store stuff by just playing, i buy cool particle effect skins each week for free. :D Let me know when you find such an MMO game without a subscription (and WoW and FF14 also take money for expansions ON TOP of sub fee each month, both of them still take 30-40eur/dollars for each expansion too lol). I'm not saying i don't like your opinion. Everyone is entitled to have those, sure. Even when they are wrong. Maybe just not know facts, or not enough experience. Whatever the cause, still the facts always remain facts. But as said, hope you enjoy some other game better that is 100% free for everything it has, not even 1 time payment of any kind but still active development of content. :)

Just to name a few mmo, granted GTA Online has no trade mart of course, so they technically don't count. Sorry to say, but it's not fair for anyone who will be playing this game as a f2p player, heck not even if they buy gems and gold exchange (which are apparently unrestricted). Also, Baldur's Gate 3 is a single player game, not a mmo.
I mean, believe what you want, but this isn't normal. Limiting chat is one thing and totally fair imo, limiting trade between players is another thing and also totally fair imo. The trade mart however, at the very least, should be open for anyone who has at least bought gems -> imo.
Disclaimer: I have the paid version of this game on portal, and have all but the most recent expansion. I just wanted to stick with a f2p account on Steam and buy gems as needed, but with the trade mart restriction I'll have to pass.
In any case, it is what it is.

After thinking about what you commented, I've decided to just deal with it on my f2p account.
I asked for MMO games with active enough content cycle that STILL does 4 x yearly updates (current model) and enough to be in the player numbers GW2 really is (when you go in the game and see how much people there are doing stuff).
I have played/tried several of those. SWTOR has amazing base game stories btw, but sadly the game is as much as dead (or more like legit maintenance mode, where you get like 1 half an hour quest once a year). And none of them compare to GW2 or are what i asked for, sadly.
But yeah, with the "In any case, it is what it is" part i can agree with. You cannot force yourself to like a game, and i'm not here for that, just reminding other possible readers to check and think for themselves. Because the monetization system is genius and fair. Almost too fair. Sometimes compared to other MMO games i almost feel like "cheating" since i get so much free stuff from the store every week by just playing.. Maybe i should buy Gems with free money a bit to support the game.
You know, a bit like you buy your favorite music bands album (digital copy most likely, alltho those actual vinyls are giga cool) to support them financially a bit, even if you could listen all their albums for free from Youtube? :)
But no worries, i always write with a smile (or sometimes a sassy smirk, but like in an adorable stepsister way) and in good faith, so don't think i'm in some furious rant here. Just trying to sometimes pop in, and tell if some system in the game is actually great.
We all have our own preferences though. Yeah, i admit i did fall in love with GW2, a lot of it because of it's unique style and content it has, but also big part was how fair the monetization actually is once you just buy the full account. Because trust me, i've had so many disappointments with MMO games in my last 8 years. I started to play mmo games at age 12 haha. Tried so many that cannot even remember all, some were cool for a moment, some for years. Some i played a few at same time for different reasons.
I've said this before, currently GW2 is the MMO game i always recommend to all my friends to try out. That always says a lot. One does not easily recommend game to own friends, if would feel it would suck or be one of those predatory types (like Lost Ark tier of despair or Diablo Immortal etc).
But here i feel i have both, great content (a LOT of it for a new player, like years worth of things to do, so been happy) and fair monetization. I know no game is ever 100% for everyone, people have different priorities and things they look at and not even try some games etc and it's fine.
But yeah, let's end our convo with a mutual smile and wave goodbyes, i genuinely wish you find some cool fully free game you enjoy! ^^ And GW2 gonna be here still, if when a sale comes someday and you feel like spending that 15eur/dollars to upgrade to full account and give it another try. Personally? Next MMO game i'll try will be Ashes of Creation, will be GW2 until then.. and when it comes, maybe 2026 or something? Who knows, they might have same situation as New World had, that endgame was lacking and it all goes down fast after month 1. And then i'll be back in GW2. :P Truly, mmo gaming is the epitome of "it is what it is". We all just play and always try to find new "perfect games" every few years. ^^
Edit: Maybe i missed you having paid Anet version already on top of the free Steam one, or you were editing the message and did not see it: Well, in that case gigachad since owns the full game. :P With that said tho, i still think the paid part protects the game from 98% of more bots. So has to live with it. If want actual fresh start on Steam, that 15eur during Sale is not so bad for 2nd alt account. It's like 1 movie theater ticket cost here, or like 2 drinks. So no biggie in my books in bigger scheme of things tbh. If really wants an alt account that is. :)
