Can they not buy this from the gem store?
The only difference between steam and normal players is that steam players can purchase the game and expansions via steam but a non steam player can't do it that way if he starts the game over steam.
Anything else works the same way as for a non steam player including deluxe upgrades. In fact youre steam account actually functions as a new player account and all purchases you do over steam are tied to youre steam account therefore. Beyond that the game itself has the same functionality and uses the same client and the same restrictions for the gemshop are also in place. What you can't do with a steam account however is purchasing additonal buy to play content which does not include anything you could buy with gems.
So your friend should check out the upgrade section of the gem shop to find the solution he needs. By the way you do not even need the deluxe upgrade just the pass to lily of the elon which is included in the deluxe version but there is a 2 week purchase available by different ways as well. He just need the item that allows him to go to that place in the end.
It's not really advertised or common knowledge. Also, it's 2400 gems for each expansion...
