Elementalist isn't just a skill issue. It's a team issue, if you're in a pug with people that don't know how to play, you can't draw the full power of the elementalist (the catalyst is a good example of this). And it's kind of the same for a mirage.
At it's core, GW2 is like GW, the gameplay is very team like, builds should be though with your teammates in considerations and how you can synergize.
I listed classes that are hardest to master on their own, to answer the question that was asked.
Yeah but some have a very big gap compared to others. Like you can function pretty well as a scourge, mechnist, firebrand even if your team is bad (as a scourge you can even carry some of them, and you don't really need to play that well to do that). But with an elementalist, even if you're good and mastered your class, if no one is following, you're dead.
My Answer: Reaper Necromancer.
Necromancer played as a minionmancer or Ranger which is always accompanied by their pet. There are other classes like those mentioned above, which are or can be very sturdy. But in my opinion it is even easier to not get hit in the first place. At least in the first week of playing the game.
