A bad player with a meta build or a player that hates playing the current meta build for whatever class will not beat a good player playing a non-meta build with mechanics they enjoy and are good at.
Best thing to do is find a great or meta build for what you want to do on the many build sites and tweak it slightly to fit how you prefer to play. Religiously following a meta build to the letter is bad idea, they have variant options for a reason.

There are a lot of abandoned and ???? WTF builds on metabattle IMO
As far as viable? Most builds can be viable in both WvW and sPVP if you are familair with the class and other classes skills. OFC there are min/max builds for whatever specific role/task you are looking to do.
Im like 99% sure every class has viable core builds. I have all the content and roll core build on my WvW character, and use to on my guardian for sPVP, but would probably utilize and elite spec moving forward for guardian.
Its not as big as a deal as you would think being stuck with core builds.
Also, over the years, ive found every "best pvp build" needed to be tweaked by me based on what i was trying to do, so dont be afraid to stray from a build
I still, to this day, prefer the core shatter build on my Mesmer. It's a burst build used for like solo roaming WvW or pulling off some last minute moves in PvP.
Not the greatest but gets the job done and it's fun. You start in stealth and then pop out with an instant clone, vulnerability, and shatter. And then follow up with phantasms and any other burst if they're still alive. Outside of the burst windows though you're basically useless so you use like Mass Invisibility if they survive to either get out of there or reset for another burst.
Op asked for core pvp builds .
Snowcorws are posting pve raid builds . And as far as I remeber 0 of those are core .
Guilddjen has 3-4 and most are similar to what metabattle already has
Hardstuck has the same core builds listed as Metabattle Guilddjen
Mistss lists wvw builds and even for that has less core builds .
In recent promos Anet did promote Hard stuck , Muks content and Mettabattle for a reason .
While some like you like to trash it does offer a lot more for people to chose and find something that works for them . It might not be what people in legendary or plat will be using but at the same time they are way smaller % of the population . Even though there's a lot of people with superiority complex that trip and fall over simple crap trying to copy/paste stuff from top ranks or any of the build websites .
And besides if you yourself are tweaking the stuff you are recommending then whats the difference with people using Metabattle and doing the same .
Two players on the same level one using meta and one not meta will ALWAYS win. Again assuming both players are equally skilled in all mechanics about there class and the class they are up against.
So what it really comes down to is knowing how to win and whats required to win and then how do you fight the other players trying to stop you from doing that? Thats it!
Yes this is a very round about way of saying in the skilled hands any core build is very viable. But no matter how skilled you are its all going to take time and is 100% possible. BUT like I stated earlier meta will have the advantage but its always possible to work around the meta IF you know what makes the build your up against work. Once you understand that its crazy how easy it can be to punish!
With that a quick search can net you core builds easy just make sure on the date it was posted thats all! You have to practice with your class and playing against other players. Your not going to just grab a build and dominate. Its like a fighting game.
