I think the expansions will be on sale cause of 10years anniversary
Also when there's sales then Ultimate editions aren't on sale for obvious reasons
Current there's 4 Living World seasons available for purchase (Season 2, Season 3, Season 4, and the Icebrood Saga), which all total up to 4160 gems (1280 for S2, 960 for S3, 960 for S4, 960 for IBS). There's also Season 1, but it's currently being re-released and will be freely available to all accounts (including F2P accounts), and Season 6 is currently in the works.
The Ultimate Collection Edition gives 4000 gems in addition to the expansions (plus extra EoD collectibles), so you'll just need to get an extra 160 gems to cover the cost for LW content. These gems can either come from spending an additional US$10 on an 800 gem pack (leaving you with a spare 640 gems), or from spending in-game gold via the gold-to-gem exchange in the gem store (at the current exchange rate, 160 gems would cost around 46 gold, or around over 2 hours of farming gold in the Silverwastes, for reference).
Expansions might go on sale for the 10 year anniversary, so it might be worth waiting...BUT the ultimate pack gives you enough gems to buy almost all the Living Season episodes (between-expansion DLC, which is unlocked for free if you log in when it's live, or if there's a special event like Return To going on). Ultimate works out to be the cost of the latest expansion + 4K gems, so it's honestly a decent money saver.
You can wait until Aug for the sales if you want, but nobody knows for sure what will be on sale, so you might just be wasting time. Expansions opens up features like gliding, mounts, and the elite specs for classes, which most endgame builds use heavily. If you love the game and have the money, I'd say go for it and get the most out of the game.
Skins have little to no value since you can buy the elements from the "collector" edition with said gems that you get with gold.
the only thing you gain from the collector is the ability to buy Quality Of Life that you would have bought anyway if you were playing the game.
You realize you're talking to a new player with no maxed characters with zero knowledge about the game, economy and the world, right?
Season 2 bridges the events of Vanilla GW2 + Season 1 and Expansion 1 (HoT), Season 3 bridges the events from Expansion 1 and into Expansion 2 (PoF), Season 4 and 5 are a major epilogues to Path of Fire, and lead into expansion 3, End of Dragons.
I highly suggest you play through the F2P vanilla GW2 with its story starting at level 1 all the way to 80 (level cap) before you decide if you want to spend $100, it could go on sale in the future as well.
That being said if you really really like the game but don't want to spend that kind of money, then buy Expansion 1 and 2 bundle, should be about $30, It will give you Full Game restrictions removed, and of course the 2 expansions Heart of Thorns and Path of Fire, however you'll be missing Seasons 2, 3, 4, and 5. All of which correspond to those 2 expansions.
Play the free to play game and if you want to stick with it is the best value by far.
