Sometimes it's not.
I don't have a guild or try to organise it, I just hop on and see what's going on.
I had an absolutely ♥♥♥♥♥♥♥ insane day of WvW a few days ago where we were about 30 deep defending a fort against both the opposing teams who were running about 60 deep. So these guys were mostly fighting each other in these giant zerg balls of death and we'd be just up on the walls sniping stragglers and trying to stop them.
We lost in the end, naturally. Put up a good fight though. 30+ minutes.
Fun as ♥♥♥♥. Been doing WvW a lot recently for dailies since PvE dailies are mostly impossible now due to my level. (In areas i've not explored yet)

WvW pop is very volatile, it can also depend on your server, i'm on Gate of Maddness and we are always outnumbered.
There's leaderdboards showing what servers are doing the best in the Mist War, better servers tend to have a bigger pop, and thusly more action, Maguuma is ranked 1 in NA right now, and having fought them a few weeks back, I can tell you they got bodies to spare lol.
WvW main maps are also very dead, no so much as the mists but also there. Maybe you get population in one map and that's it.
In any case wvw has not rewards and you have to play one of the 3 builds allowed in squads, otherwise you will be playing alone.
