What currently is coming out is actually a reworking of the first living world chapter. (the original of the first living world chapter was a flawed "do it now, then its gone forever" kind of thing) So once you finish getting your character through your personal story, the story continues in living world chapter 1. (I dunno if all of LW1 will be free or just the chapter thats live currently) Living world chapter 1 happens on the games core maps. Same maps free players have access to. But if you already bought the games expansions, you shouldnt have to worry on if you can play LW chapters if you have them unlocked.
The devs have stated that Season One is going to be permanently free, so it's only Season Two onwards that people need to buy.
I would say, in terms of sheer value for money, it's 100% worth buying gems for Seasons 3 and 4, because you easily get as much story/map content per season as you do in an expansion, and actually for a lower price.
Season 2 is still good, and worth having so that you know the lore in between it and HoT (there's a lot of context you lose otherwise if you're playing the story), but if you don't care about playing the story in order, it offers much less in terms of replayability, so you can farm gold for the gems over time. And obviously, if you were to play in order, there's plenty of time to decide if you're still interested in Season 5/IceBrood Saga, which is somewhere between S2 and S3 in terms of the amount of content.
They give them away for free for a week. All you have to do is own any expansion and log in during that specific week that that season is free. If you don't you miss out.
As for when the drops are...
No one knows. That's why you should at least log in once a week.
