Basically, once you created a character, you cannot transfer free of charge, even if you delete it.
Also, there are no servers in GW2 in the traditional sense. The one you are referring to is your "Home World". It only has any meaning in World vs World, an open world PvP game mode, where home worlds fight other home worlds. If your friend chose a different home world from you, you cannot play alongside each other in WvW.
However, the game has megaservers, one for NA and one for EU. Any player on either on the two can play with any other player on the same megaserver. So, if your friend chose a homeworld that is in the same region as yours, North America or Europe, you can play together in every part of the game. Except for WvW, as described above.
Can I have multiple characters in different home worlds?
How long ago was this beta?
When this will happen, we don't know. Sometimes they do beta tests in the live game, the last one was a week ago.
Even after I buy an expansion?
Oh that sounds really good. I hope that feature successfully launches soon.
