Correct. Player levels are dropped to reflect the zone the player is in at any time. And events are evolving so yes, all level players have a reason to be in any zone at any time. There is no newbie zone only for new players. No need to feel intimidated or as if they will lose out. Even harvesting is infinite to each player - say you run up to a plant, if you harvest, it doesn't disappear for other players, they can also harvest.
If anyone is concerned about not hitting a target because they feel they are being dwarfed by higher level players, you may just need to work on your hits. Because they aren't keeping you from experiencing anything. Dynamic levels adjusts a player's skills and level to the area they are in.
Enjoy the game, enjoy the players. GW2 is a community and we take care of each other. Which means, when you die or end up in trouble (it will happen), people will come to your aid. You can't find a better MMO.
Most of the time people will be there just welcoming new players, and answering questions.
But some like to go off and "help" new players around the map which is often fine but sometimes less helpful than intended due to their higher damage output etc.
Gw2 does have a scaling system for higher level players but it doesn't always stop high dps builds being too effective in low level zones.
If someone is "helping" a bit too much simply and politely ask them not to.

Your level scales to current area level + 1. So if you're sitting in a level 15 section, you will be set to level 16. Your weapon strength and trait stat bonuses still apply. You still kill lower level mobs much faster than an ungeared newbie. The issue is much more noticeable the lower you go.
So to say you're not overpowered because of stat-cap is patently false.
There are new Achievements at the moment and Gw 2 players tend to be very helpful (sometimes to much). It will be better in a few days.

everything no. But the lv 2-3 white mobs of the first events you see on the map, yes you can oneshot those (but you can oneshot them at lv 15 also).
