The only major question mark is that it's not currently clear if they'll make it so that if you buy the new expansion it'll come with the first and second expansions or if it'll be sold as two separate packages (i.e. 1+2 bundled and then 3 separately). At some point they'll probably bundle all three but we don't know when that will happen.
30$ for both. You get heart of thorns for free.
30$ for Path of Fire (Heart of Thorns included)
? $ for End of Dragons (upcoming expansion to launch along the steam release)
This being steam I wouldn't be surprised if there's a megapack for all 3 expansions plus living world and a generous amount of gems. Don't quote me on that though.
While I understand the desire for getting answers, the answers won't be real ones up until release date.
30$ = Bundle of Hearth of Thorns + Path of Fire + few other bonuses (like 1 characer level boost + few other bonuses [listed on official site and I'm too lazy to read it at 2AM]).
I do not think you can buy Hearth of Thorns alone and honestly speaking even if it costed 15$ it wouldnt be good deal because of bundles superiority.
