You can also consider using d912pxy, which will make the game use DX12, but whilst use is widespread it's not officially sanctioned so it's very much "at your own risk".
Just set "character model limit" and "character model quality" to medium, low or lowest depends on your rig, tell us your potato specs that way we can know which option is the best for you but id say keep it at Mid or Low to improve your fps.
Also shadows and reflections, try mid or low, you wont notice any difference later srsly, and you can get some extra fps.
Leave the best texture filtering on and high res character textures, also textures set to High it improves visual quality without eating fps like shadows, reflections, character model limit and character model quality does (this one it's just about how many good looking toons can you see around at the same time, its a waste of resources specially at world bosses or any big event).
They won't ban you for it, they just can't authorize it, as the creator could change the software anytime.
I went from 1080p medium 30-60 fps to 1440p Ultra 60+ fps and 4k Ultra 30+ fps.
It very much depends on your hardware though.

Another very common fix to "my pc can't handle the game even though I think it should be able to" is to make sure the game is using your dedicated GPU and not your integrated GPU
Character model limit reduces the amount of players you can see at the same time, lets say, high setting shows you 50 players, mid setting shows 30 tops and low just 15-20, with lowest you'll see like 5-10 guys around you thats it. Why? the more ppl you can see, the more resources your potato needs to compute all those characters.
Character model quality: this is for how "pretty" looks each one of the characters around you, so its a resource killer when you have many people with particle effects, skills and "skin effects".
Imo character model limit to mid or low and character model quality the same, mid or low is enough for low end, outdated potato (gtx 1050 6gb ram FX6300) Of course dont expect 60 fps most likely gonna run at 25-45 fps which is enough at 1080p, GW2 is very CPU demanding, this game doesnt run at 60 fps even with high end hardware specially doing massive events or festivals.
This if only if you have an Nvidia GPU
Right click on desktop>Nvidia Control Panel>Manage 3d Settings>Program Settings>Choose GW2>Prefered Graphics Processor>Choose your Nvidia Graphics card
