When Games for Windows Live Marketplace installer fails try the redistributable GFWL Installer "xliveredist.msi"
(Its an offline installer and won't fail to install but for some reason some people are unable to log into their MS accounts)
it's in the readme for the zip download, i've used it and the installer UPDATES Marketplace offline, so reboot and login.
BTW all savegames are tied to GFWL, so installing a savegame from another account or using the xliveless .dll's still won't work unless you have some serious hex editing skills.
windows live/marketplace is NOT an option
the windows live savegame to xliveless, i don't assume there's a solution but it was worth a shot

THERE ARE ONLY "Start from scratch" SAVEGAMES USING XLIVELESS.
This app in the link i provided will let you login, assuming you actually have it on steam "xliveredist.msi" and yes, it is the offline installer for GFWL that actually WORKS on Windows 10. Derr.
