What this game doesn't have is MMR, which is why the highest ranked players get matched against the lowest ranked players along with people who aren't even playing ranked at all. So instead you just reach a difficulty curve akin to a brick wall once you end up in the level bracket where the only players left are the ones with hundreds of hours in the game who keep playing because they can pubstomp.
So unless you can compete with that you're basically ♥♥♥♥ out of luck and will just find yourself getting stomped by them over and over again until you quit which further exacerbates the problem.
I would rather have no level brackets at all and have next to no chance at winning because every match has a level 50 team in it and at least have some good gameplay in between with a variety of players than be matched with nothing but those level 50 teams nonstop and have every game take longer to find than I actually spend playing it because I lose in the first encounter almost every time.
I don't get how you think there literally being no new players at all in a free to play game makes more sense to you than this game using level based matchmaking and thats why you don't see any yourself.
There should still be new/low xp players and lvl-based matchmaking could be a thing, makes sens at least for first levels
Additionally, you don't seem to understand how badly the game is bleeding players. It's down to about 20% of what it had on launch, and those are not many new players. I run into the same 100 or so people match after match because there just aren't more people to run into.
As time has gone on though, I see higher and higher ranks appear when I do end up in parties (from the discord) with low ranked players, because there just aren't that many left playing the game.
