error code 3 unable to start up

I've tried setting the -dx11 flag, tried running as administrator... granted DX11 allowed 3 seconds of the intro to load but it still crashes. Anyone else having this issue that's managed to get it working? I have a suspicion I know what it is, but I'd rather just see if folks have gotten it fixed first. Any insight is appreciated!
