Which character are you talking about anyways?
If anything, I feel like it's decently balanced except for maybe Shrike and Hudson.
The game was released just a few days ago, so it's expected to need a lot of adjustments. All we can do is watch and report.
Hudson I think is another overtuned hero. His raw output is unreal and he has a really powerful passive to boot with a very neglible drawback. His dash having charges really takes away from his balance by making him too mobile for what he is, a slow moving single direction engine of destruction. Paired with a good Oath, it makes for an extremely oppressive duos comp that is tough to deal with for comps whose primary tools encourage a frontal assault (read: many of them).
The game just came out.

That's an 86% player base loss UHH OHH GAMERS! UHH OHH! I guess what the last dude said was true, it is a skill issue. I couldn't possibly tank my own game this hard if I tried.
It's also not too surprising to see new games bleed a lot of players. It happens in virtually every game. The issue here is that the initial playerbase just wasn't big enough to sustain that normal decline.
They had a year to realize that pure Anti-heal is ♥♥♥♥♥♥♥ idea and a very bad balance design.
